What do you guys use for a center punch on brass for .1mm holes and smaller

I made a centerpunch from the broken 0.3mm endmill, it just required a bit of sharpening.

You don't want a "Center" punch. You want a "Prick" punch. A prick punch has a more acute angle than a center punch. It's also easier to hit the mark because of the angle on the punch. For heavier materials the center punch is what you want. IMHO

Do you mean making the center punch from the drill bit? If yes, I don't think it will work as the end of the drill bit is spiral. Any HSS broken drillbit will do, you still need to sharpen the point.

Spring loaded small center punch is the best available at most tool and die suppliers

For holes that small in metal that soft, I think that a scriber would be all you need to start a hole. Have fun!
